If you have never heard of Restaurant.com here are the basic facts:
1. The restaurants are usually small, privately/family-owned restaurants.
2. There is usually a minimum purchase required in order to use the gift certificate ($35 is the most common amount that I see. What that means is that you go in, spend $35 on dinner, hand them your $25 gift certificate that you paid $2 for and the balance of the bill. In other words, if your exact total is $35, you will have only paid $12!)
3. Please make sure to tip on the total bill before discount/certificate, not your “net bill”.
4. Most restaurants only allow you to use 1 certificate per month at their establishment

At Christmas we got gift certificates to specific restaurants for family as gifts. Even with the restrictions, it would still be a nice, fairly inexpensive dinner for them. I got a couple for my hubby and I but just cant find time out to use them! Hey, $150 in gift certificates for $12... couldnt pass that up!!

18% Gratuity added prior to discount. Does this mean its included in the bill.So I shouldnt leave a tip cause they already take it out.Correct?

It will vary from restaurant to restaurant, but when I have used the certificates, they didn't add in the tip. Just check your bill to see if they figured in the tip and if they didn't, make sure to tip on the before-discount amount!
